Each relay stands on its own and never connects to another relay. When your users write to someone elsewhere, their app posts the sealed message to that person's relay directly over Tor.

As the operator you see who connects and when. Messages stay encrypted from phone to phone, so you never see what anyone says.
Licenses from the main server
The central Aphotic server issues every license key. You run the relay.
